When war broke out in the Pacific, President Manuel L. Quezon ordered the issuance of Emergency currency notes through all free provinces of the Philippines. Each province designed and printed their own notes, but all bore the seal of the Commonwealth of the Philippines. Notably, as materials and equipment were less accessible, the printing of notes would be simplified.
